Can someone help me with this procedure?

Can someone help me with this procedure (https://pasteboard.co/JHXCOg5.png)? Most of the times, it works fine, but sometimes I get both of the items what doesn't make sense to me. The random number must be bigger to get the bucket. If it's not, then I should get Sticky Bucket. Then how the hell I'm getting both at the same time. Oh, and yeah, I tried using different characters like "=", this doesn't fix the problem. Oh, and another note, I'm using old version of MCreator since I'm making a mod for 1.12.2 what I can't do on newer versions, I think.
