Answer: Yes! They can execute any kind of commands! You can use them to build structures if you can't find a way to use them
What happens if cheats are disabled?
Answer: Commands will still be executed! You are safe to use the execute command blocks in the procedures for your survival world mods

Answer: No, They won't show up in the chat but the say command outputs will show though
