making entity moving inside the block with procedures

Hello! Sorry for making another forum today, but i really need some help with that :D

Im creating a block that should make me pass through it while im not wearing leather boots... is there a way to do that? i already made the procedure but the most similar thing is "set entyt in cobweb for 1 tick". I aleady imaginated like... making another block that is not solid and replace it while im wearing boots but i need this to be a multiplayer mod so idk how to do that xD
