1x1x1 Structure Is still Not Spawning Right

My  1x1x1 Structure is spawning but.....it has 2 problem 

First it spawn like only 2 in  a chunk I tried setting it to 1 million per chunk but it still dosent work

Second Problem instead spawning on top of block it replaces blocks that I restriced

(IM USING NEWEST MCREATOR BTW)
