Not Applying Tint To Leaves + Stained Glass Not Translucent

So i was attempting to create Leaves Stairs for my mod Skrew's Block Vairants but I ram into an issue where no matter what the foliage tint was never applied. Not even when I set the block model to leaves or any other block type. Any help would be immensely appreciated.

Next, when trying to make stained glass stairs and slabs i could never get the center translucent area to be translucent and the borders would always be there with complete transparency in the middle.
