Workarounds for disabling particles from effect

Hello again!

This time I have question related to effects. I want effect to be visible in-game as "inventory effect" and also have that indicator on screen whether it is working or not. But I would really love to turn off particles, as they are annoying and make no sense regarding what my effect does.

The issue is that if you disable particles (being this in effect's settings, via procedure block or commands), it also disables indicator on screen.

I searched for solution, and found, for example, that you can force as many [invisible] particles as you can, and this can "crush" effect particles to make them basically disappear. I didn't even test it, but it sounds like really laggy solution, at least. Also, I'm aware that I can make my own overlay showing effect being active, but I really like how vanilla indicator is "blinking" and that it's vanilla, still. So I'm more asking about proper solutions or tricky workarounds for that problem.
