Sky Light Level 0 -15

alright I am trying to detect a level of skylight the 0 to 15, I have done it before but the way i use to due it no longer works. I am not sure what changed. so is there a way for me to detect can see sky or lvl 0 -15 said level and if its 3 or less then do. I been trying to refigure this out for 2 weeks know. I feel kinda dumb that it took me 1 week to figure out light level is not the same as skylight level. I try to see if there was a way to set a number to it and cant seem to figure this out.
