Unable to move vehicle

I made a hot air balloon vehicle for my mod, but I have an issue with it. Whenever I use the dedicated item to spawn it, it gets stuck and all of its movement is blocked. I cant push it, i cant fly it, etc. But when I summon the entity using commands, it works perfectly fine. Does anyone know what might be causing this?
