Can't change vanilla tool recipes

I've been trying to change the recipes for all diamond tools and armor, I'm using the recipe element, setting the registry name to the vanilla registry name, setting the namespace to minecraft, putting in the original recipe and changing the output. This worked completely fine for the armor, but none of the tools are changing, I've tried changing their recipes, changing the output to air, etc but nothing seems to work. I've checked the console, but I cant see any errors.

I know that there have been a lot of posts about the recipes not changing, but I've been through all of them and nothing has worked.

Any Idea whats going on?
