a data pack are "mods" or "plugins" that don't require fabric or forge
Datapack aren't like mods, they are like texturepack, but they use Minecraft command and .json file (mods use Java ) to make new things, like biome, advancement but are limited. Most complicate datapack use texturepack to make new item.
