Help with two block tall underwater plant

I've made a one block tall plant that generates underwater already, but I'm having trouble with one that's two blocks tall. I want it to basically act and generate just like tall seagrass, with two different textures for the top and bottom. I want the bottom one to only be able to grow in water, while the top part can be either underwater or not.
