Help With Custom Spawning Procedure

I'm trying to make this mob spawn on a block other than grass as the biomes it spawns in don't contain grass; but, I'm unable to add the procedure to the "Custom Spawning Procedure" to the mob-- I only have the vanilla spawning option.
