Need help with block procedure, healing items

This should be very simple but its beating me,  I know its right there but a little help would be nice

im going to simplify it as much as possible.  Basically its a block with a gui with one input.  back holds energy.  block takes energy and repars tool.

I want it to do some other crazy stuff but that all works its just this one function. it uses power properly but will not repair.  If i change procedure to on right click it works
cause it opens the gui.  but wont do it on block tick.  This was the only way i got it to work.  Procedure down below.   any help would be awesome
