Additional tool procedures

I understand if this is a bit much to ask for, but having procedures specific to the more unique tool preset types like shears and fishing rods would be very useful. (i.e. shears can have something like "When sheep is sheared" and fishing rods can have something like "When bobber hits liquid" or "When bobber is reeled/cast" (for that one, it could probably be done with right clicked in air, but it's just an example))

An easy way to emulate this would be to create a procedure that triggers when the player right clicks a wolled sheep with a shear, or a fishing rod into the air, but yes just having the procedure blocks would be much easier and could allow for much more specific cases (such as differing between casting and reeling a fishing rod) or for getting rid of possible bugs or freak accidents that might occur with the work around method
