How to make a sword that when hit a mob or a player it strikes lightning on the mob or the player they hit?

I wanna make a sword that when hit a player/mob it strikes lightning on the player/mob they hit. But i don't really know how to make it so can someone please help me make it? I searched it up online i found a little things but i couldn't find the blocks that they used. Please help.

the block they used is called Strike lightning at X Y Z and it can be found on World Management
