Cannot set the harvest level like I wanted

I create a coal ore for the nether and I wanted that my ore can have the same properties that the normal coal ore. But while the normal ore can be broke with wood and not hand in MCreator either we can break it with wood and the hand or we cannot break it with wood. So I need help. Thanks ;)
