So yeah you could probably use blocks or particles but every time I try with those, it never works. Maybe use custom element. If I knew how to code, I wouldn't be suggesting this. B4 you say go learn, not everyone on the internet can, due to reasons that you might no be able to comprehend. (Disability, Time issues, People gating the coding, seen a lot of this actually)

 

So this is my proposal

You'd click weather tab and brought onto x page

 

() Particle: Your texture

() Type: Wind, Rain, Clouds, Lightning, Hail, Thunder, Fog, Mist, or Custom. 

() If custom, set presets here. Size, depth, block or particle

() Density: Thick or thin, or nightmare or etc

() Time it takes to start and stop

() Duration up to infinite

() Triggers for when entity in weather, out of weather, when weather is triggered, when weather leaves,  neighbor block changes, etc.

() Generation: 

Where to put it. 

Rain is set in sky or even a y level but acts lime rain under that y level 

Clouds set at y level 

Fog set at a y level 

Custom gets full control

Can block where it spawns biomes

Can choose surface or dimension 

If mcreator can't do a setup like this or etc, then I understand. I tried to do a particle fog/rain, but it was terrible and kept flashing causing epilepsy.
