Multitools are not working correctly with the "can [item] harvest [block]" on newest snapshot

When creating a multitool on 1.17.1 on the newest snapshot, the "can [item] harvest [block]" procedure block registers it as a pickaxe instead of every tool. I therefore only returns true when the [block] in question is mineable with a pickaxe, but not for blocks like wood or dirt.
