No, MCreator is its own project, you can find the source code on github
i know but cant you just make a new empty project run/test mod and play minecraft for free?
This Minecraft is an offline instance of the Forge loader Minecraft variant.
In order to be fully legal, the user should have a legal copy of Minecraft too.
