Life Steal enchantment

Trying to make an enchantment that gives you a chance to recive Instant Health after hitting an entity. I know there is a tutorial about it but its only for a custom weapon and i cant seem to get it working on normal weapons. Trying to replicate it gives me this. I think i understand whats wrong but idk how to fix it.
