I found this tutorial that utilizes code to change a block's texture on right-click. It is from 1.14.4 however the same general idea should apply. If you can't get it working from this tutorial then I can try and adapt it for 1.18 tomorrow (no promises on this).
No. Currently, you cannot procedurally change the texture of a block.

i want to make it so that a block like sand has a different texture, not have a block be able to change it's texture in game
This can be done with a texture/resourcepack.
