It doesn't matter the recipe, I can do that stuff. I just need to know how to make a safe, and a key that is somehow bound to the players name? If not then how would I create a code?

You could probably create a something like a chest block and is only accessed when you right click it with the key item
As for the key- I'm not sure if soulbound kinda items are possible yet but when you click a fresh safe with a fresh key it could open a gui where you input your fresh key and assign a tag on it after that you receive the key and you can unlock it only with that key
