Why do I need to create a new world to reorder the creative tab?

Why do I need to create a new world to reorder the creative tab?

So I have this old world where I applied a mod I created, but after reordering the creative tab nothing happens. I know I need to create a new world to apply the changes, but why doesn't it work? Is the order stored in the world data, and if yes in what file so I can edit it in an NBT editor?
