How to make custom tint types?

So I'm working on a dimension, and I've decided that its "grass block" would have a blue hue. This isn't necessarily difficult to do; just choose the tint type that grass uses and make the grass color blue in the dimension's biomes. Incidentally, this means that when this "grass block" is placed in the overworld, it will have a green hue like normal grass does.

Is there some way I could adjust the hue of a tint type relative to the block? Or maybe (BIG maybe), there's some way to make an entirely new tint type?
