Mod doesnt load

The only mods in the folder are fabric-api-0.60.0+1.19.2 and the mod I made: https://www.mediafire.com/file/4ft9pbvlfm6xh6v/phoenix-mod-v1.6.0.jar/file and the workspace zip: https://www.mediafire.com/file/71imm9603xal55p/helpmepls.zip/file
