How do I spawn in a modded lingering potion cloud?

Hello,

I am making this weapon that has the ability to spawn in a lingering potion cloud that has a custom potion effect when striking an opponent but I don't know how to make it spawn.  If there's anyone who may have some ideas, that would be great.
