Question: Can NPC's be created using axes to cut down trees?

Question: Can NPC's be created using axes to cut down trees?

I am working on making NPCs for 1.16.5 and I am having trouble with the procedures. All the videos I have watched talked about inventory and trade, but I have yet to find a tutorial on how to create an NPC that can hold and use items specifically. (Think Minecolonies-style NPCs.)

Any help, or advice would be exceedingly appreciated.
