Custom Paintings

Hi! I am trying to make a plugin for my server (it runs spigot) that will add a custom painting which is the server's logo. I have looked through other forum topics and people are saying to click the "create texture" button but for me that is grayed out and I can't click it. Can someone please help me make this server plugin?
