Help with a fire sword

I'm making some custom weapons, and I need to make a sword that when you right click, summons fire where the player is looking for a few seconds, then goes on cooldown. I can do the cooldown, but I can't get the fire to work. I need it to activate when I right click, but I can't get the fire to actually place, and I don't know how to set a maximum radius for the fire effect.
