How can I make an entity that can only be seen using an item?

How can I make an entity be only seen when you wear or use an item? I want to make the entity/mob to be completely invisible. My idea is to have the player wear night vision and heat vision goggles in order to see them. I want to also point out that other players won't be able to see this entity unless they had the required gear.

I did try this once. Basically you can either:

Create a mob with a blank texture
Use procedures to make it invis

Then make an item that will make it have the glowing effect. Thats what i did
