Structure won't spawn correctly, missing parts

So my structure will sometimes spawn missing parts for whatever reason. The structure dimensions are 13, 15, 23 so in theory this should not be happening since it is within a chunk. (I am open to editing the code) how do I make my structure not have missing parts?
