Help with item entity glowing effect / entity outline

Hello, I'm trying to make a rpg style mod, is there any way to add the glowing outline effect on dropped item entities like in the gif below?
It's basically colored entity outlines based on item rarity, I've been searching on resources on how to do this for days, can anyone help?
