How do i create a conduit like block?

I need for my space mod a block that gives an effect of "respiration"(imunity to damage due lack of oxygen).
I created the model and basic stats but i have issues making the effect in radius part.
Also i cant figure out how to make so it works EVERY SINGLE tick.
