How to stop structures spawning in water

Hey guys, I have been working on adding palm trees to minecraft. But they keep spawning underwater and I don't understand how I would be able to stop this. I can't just use that command that restricts the blocks of where the tree can spawn at because both the desert and underwater use sand blocks.
