how can i make a sem-transparent block?

I have been making a block in my mod that is semi-transparrent, like ice, but it wont become transparent no matter what i do

i have tried selecting all of the transparency options in all possible combinations, i have changed the material multiple times, i have changed the light opacity multiple times, and i have not found any other person with this issue. it wont become semi-transparent, it just stays solid
