Nether reactors are built the same way they used to be, which can be found at https://minecraft.wiki/w/Nether_Reactor, but by replacing the cobblestone with guilded blackstone. Once built, click on the nether reactor core to activate it. Once activated, it can be fed nether quartz, glowstone dust, gold ingots, or netherite scraps to strengthen it.
