Tools not work in machine 1.12.2

I create my mod with mcreator to 1.12.2

and by default tools not work in machine, my java knowlege is not huge, and i drop this, now i wanna update my mod and find some solutions

When i add tag with toolHoe to hoe and hoe good work now with Farmer

but with axe it no work

nut today i think need create shears and shears work by default

what it mayy be and what i need change in axe for work good?
