how to make water hard to see through?

You can't really change vanilla water; but one thing you could do is make some increasingly opaque overlays that display the longer the player is underwater. (I did something like this to make an oxygen overlay that gradually darkens the edges of the player's vision the longer they're underwater.) Otherwise, not a great way to manually change water fog.
