Changing Tick Speed

I'm trying to make a super hero mod where one of the powers is superspeed but i don't know how to change tick speed, I know in vanilla java I can change the tick speed or stop it but there doesn't appear to be a way to do that even using the command, which isn't in the version my mod uses, which is the newest possible version. Is there any way of changing tick speed at the moment?
