particle spawn problem

hello

i have problem with custom particle spawn for my custom block

the procedure is ok no compilation fail or others

but in the game the particle no spawn on the block

the command block sucess to spawn this particle

i have look more tuto and forums but nothing that could help me

and i have test different manners but with no sucess

so i think you can enlighten me for this
