How to make a visual effects on player screen?

Hi guys, sorry for a possibly stupid question, but how can I make some kind of visual effect that will only be displayed on the player's screen? For example, I want to make a drunkenness effect, AND When this effect is on the player, all colors become brighter, not just a night vision effect but actually make the saturation higher, for example. Is it possible to do this? Even if you have to use code.
