Projectile Chain

Is it possible to fire a projectile from a player, then have a chain-like effect connecting the projectile with the player. If the player moves, the chain moves with them. The chain would also lengthen as the projectile (or the player) becomes further away. Finally, once the projectile sticks to a block, the chain would stay. I'd also like the projectile and the chain would retract upon hitting a mob or another player, but that seems quite difficult to do.

Not sure if it can be done, but I'd appreciate help.
