how do i make an item that sends you to a dimension if you're in a specific dimension

i'm trying to make an item that sends you to a frozen version of the nether if you're in the normal nether, how do i do this

in the procedure just make it check the dimension OR make it check if the biome ur in is tagged in minecraft:hell
