Structure blocks not able to change to save mode

I'm trying to make a few custom structures, I've already made them in a test world but whenever I try to use the structure block to save it, it doesn't come up with an option to change it to save mode, only allowing me to load structures already in Minecraft. I'm using Fabric 1.21.8, is this an issue with the game version or can I fix it by doing something different?
