Is there any way to make it so when you look at a mob it doesn't move?

Is there any way to make it so when you look at a mob it doesn't move? I'm trying to make SCP-173 and when you look at SCP 173 it doesn't move but when you don't look at it, it snaps ya necku. Pls Halp.
