Custom Block Model Is Gone?

i tried making a block which is 1 pixel short then normal blocks so it is 15 pixels high, so i searched for an option but the textures seemed like they were acting like the block was 16 high so i tried putting a custom made json model but i cant find the option to put it on the block anyone can help me?
