So I wanted to make an enchantment called "Mining". Basically, it makes your tool mine in a 3x3 area BUT its not compatible with Efficiency, to nerf it a bit.
How do I make the enchantment allow the tool to mine in a 3x3 area, and,
How do I make the enchantment incompatible with other enchantments?
