How to I code a custom grass to grow on my stone-based new grassblock

I have made the Rustgrass and a Rustgrass Block (Like grass block but on stone) and I do not understand how i could code to allow Rustgrass to grow and even be just placed on rustgrass blocks. Last time I posted this issue someone just told me to use the plant button like they didnt read the issue so please actually read this
