Help with Mob damage and attack speed for tools

I set one my tools to axe, with harvest level to 2, damage to 7.5 and attack speed to 0.8. but when i open it in minecraft the attack speed is correct but the damage got  reduced by 3 so its now 4.5. idk if it's a bug i just can't figure this part out.
