Is there a way to change an entity's speed on a block using a certain type of boots?

I made a block/set of blocks that change an entity's speed to 0.6, and was trying to see if there was a way to make the entity's speed change from 0.6 to 1.

I already have the boots set up, but don't know how to make the speed change.
